Structure

The Volunteer Association is broken up into 7 Regions: South West, Central West, Central East, North West, North East, Mid-West and East. Each Region has a Regional Council which seeks input from local Units, meets and discusses the issues identified and selects issues for escalation to the Board of Directors.

Unit Delegates


Each member unit of VICSESVA elects two delegates who convey the thoughts and feelings of their unit and its members to the Regional Council. The time spent on this important duty can be as much as the Delegate wants to put in or as little as the Delegate needs too. Each unit is different and the units’ Delegates will need to put in the effort that their unit expects from them. It is a responsible position but not an overly onerous or laborious one.

Unit Delegate

  • To represent the views and issues of their respective units.
  • To report back to their units on the workings of their Regional Council.
  • To solicit input from their units on issues/matters raised by other members.
  • To promote their Regional Council at a unit level.

Regional Councils


The elected delegates from units within their region form a Regional Council. When units have been unsuccessful in raising issues themselves with their Regional Manager, the council is charged with addressing those local issues. The council will then rise issues directly with their VICSES Regional Manager and report any outcomes to the respective units. Councils that are unable to resolve issues with their respective Regional Manager report (via their elected Director) to the Board of Directors to further advocate an outcome with VICSES Management.

Alternate Director

  • To support the Director and act as Director when required.

Director

  • To represent their Regional Council as a member of the VICSESVA board, with applicable voting rights on behalf their Regional Council

Secretary

  • To ensure Regional Council members are kept informed in a timely and efficient manner of relevant issues.
  • To be responsible for meeting announcements, agendas and minutes.

Vice President

  • To support the President and act as President as required.

President

  • To ensure that VICSESVA Regional Council is governed well and to oversee its proper functioning.
  • To liaise with VICSES regional staff on issues relevant to VICSESVA Regional Council members.

Council Members

  • To uphold the values and objectives of VICSESVA.
  • To devote adequate time and energy to the duties of being a VICSESVA Regional Council Member.
  • To act with integrity and avoid, or declare, personal conflicts of interest.
  • To represent the views, and address issues of concern, from VICSES members from their respective region.
  • To observe the team behaviours adapted from the SES values and behaviours (below)

Board of Directors


The Board of Directors oversees issues affecting Volunteers and Units. Issues and concerns are raised through the respective Regional Council. The Board liaises with Chief Officer Operations to promote fair and reasonable changes to policy that may affect Volunteers and Units. It also aims to ensure Volunteer input in the development of those changes. The Board also oversees the creation specific sub-committees or task forces for specific tasks which both delegates and regular unit members can be apart of.

Regional Director

  • To uphold the values, ideals and objectives of VICSES Volunteers.
  • Represent the views of their respective regional council.
  • Provide unbiased, apolitical advice and guidance to the Board.
  • Utilise personal expertise in relevant matters.
  • To uphold the values and objectives of VICSESVA.
  • To devote adequate time and energy to the duties of being a Regional Director.
  • To act with integrity and avoid, or declare, personal conflicts of interest.
  • To observe the team behaviours adapted from the SES values and behaviours (below)

Board of Executive


The Executive Board oversees the governance and financial requirements of VICSESVA. The board manages policies, procedures, organisational structure, financial & taxation obligations. The board also provides representation to other organisations and the media.

Chairperson

  • Promote and oversee the standards of governance within the Executive Board and VICSESVA.
  • Lead the Executive Board in discussions on all proposals put forward by the Board of Directors.
  • Provide public representation on behalf VICSESVA.
  • Liaise directly with VICSES Chief Executive Officer & Board on urgent matters.

Vice Chairperson

  • Support the Chairperson and act as Chairperson as required.

Secretary

  • Ensure Volunteers are kept informed in a timely and efficient manner of relevant issues or pressing news.
  • Responsibility for meeting announcements, agendas and minutes.
  • Oversee and action VICSESVA correspondence.

Treasurer

  • Oversee and manage finances of VICSESVA.
  • Comply with all government taxation and audit requirements.

  • Utilise personal expertise in relevant matters.
